For those reading you can get details on the issue here... http://www.themodsquad.info/index.php?topic=6263 The issue was caused because the user had a 175% scaling zoom accessibility feature enabled in Windows. Disabling this feature fixed the issue. It is unrelated to Heat in any way. Many old games to not work well with such Windows scaling features. So should anyone else face the issue, this is how you fix it.
